Halter top tankini if flat chested?

My sister is pretty flat chested, and she doesn't like wearing the type of bandeau bikinis (or any other type of bikini for that matter - she's very modest). So would a halter top tankini work for her?

    anything would look good.

    it whatever she feels comfortable in.

    alot of girls with flat chests dont feel they have confidence to wear bikinis.

    i would go with a tanki more then a halter, il ike my halter top tankini cause i’l full chested if i tie the halter tight i get good supoert, but if shes flat chested i’d say a tankini would b fine
